Note: On June 14, 2007, President Mahmoud Abbas dismissed Haniyeh's government, and appointed Fayyad to form an emergency government. However, Haniyeh and Hamas maintain that these actions were illegal, and that Haniyeh is still the Prime Minister; Haniyeh still exercises de facto authority in the Gaza Strip, while Fayyad's authority is limited de facto to the West Bank.

The Prime Minister of the Palestinian National Authority is the head of government of the Palestinian government.

The Prime Minister is appointed by the President of the Palestinian National Authority and thus not directly elected by the Palestinian Legislative Council (parliament) or Palestinian voters.[citation needed]
Unlike the Prime Minister's office in many other nations, the Palestinian Prime Minister does not serve as a member of the legislature while in office. Instead, the appointment is made independently by the ruling party. The Prime Minister is expected to represent the majority party or ruling coalition in the parliament.

- Ahmad Qurei - Fatah (7 October 2003 – 18 December 2005)
- Nabil Shaath - Fatah (18 December 2005 – 24 December 2005) (acting)
- Ahmad Qurei - Fatah (24 December 2005 – 29 March 2006)
- Ismail Haniyeh - Hamas (29 March 2006 – present) (along with the Palestinian Legislative Council, refuses to acknowledge legitimacy of dismissal; from 14 June 2007 exercising de facto authority in the Gaza Strip [1])
- Salam Fayyad - Third Way (17 June 2007[2] – Present) (emergency rule; authority limited de facto to areas of the West Bank under Palestinian control)
The Prime Minister's Office was created in 2003 to manage day-to-day activities of the Palestinian government. The executive structure of the government still resides in the President of the Palestinian National Authority.
