The company was founded in 1988 by Ross Perot, Texas billionaire and Presidential candidate, after his falling-out with General Motors over the direction of EDS.

Perot Systems was one of only three companies, out of 1,520 total surveyed, to score zero percent, the lowest possible rating, on the Human Rights Campaign's Corporate Equality Index in 2006. The company once offered domestic partner benefits to its employees, under a policy which was canceled in 1998, after Ross Perot returned to the helm of the company. In the 2006 ranking, Perot Systems was one of only three companies cited for "[engaging] in action that would undermine the goal of...equality."[2]
