Hong Kong's Transport Department is responsible for maintenance and control over highways and roadways.
In 2004, a new strategic route system was put in place where most of the existing routes were renumbered and exits to key places or to another route were numbered, (for example, if you wanted to go from Yau Ma Tei to the airport, you would need to travel on route 3, take exit 5 to join route 8 to complete the journey to the airport, hence it would be known as "3-5-8"). Routes 1-3 are cross-harbour north-south routes following the order in which the harbour tunnels were opened. Routes 4, 5, 7 and 8 are east-west routes and have sequences from south to north. Route 9 is a circular route that circumscribes the New Territories. Some of the motorists have been confused since the new system was put in place as they previously relied on following signs with destination names rather than having to remember the new route and exit numbering system.
