The following is a list of cities, towns and new towns in Hong Kong.

Note that the Hong Kong Government is unitary, and have not set any legal status for cities and towns. The limits of the City of Victoria, Kowloon and New Kowloon are stated in law, but none of these three areas has the legal status of a city or a town. Districts of Hong Kong are drawn according to mountains, coastlines and roads, and do not co-incide with the natural extents of the cities or towns. The following listing is compiled by geography, and evidence from written documents that Victoria City (sometimes the sprawl along the northern shore of Hong Kong Island included) and Kowloon (New Kowloon included) are referred to as two cities, or as twin cities.
