As of December 2006, 166 states have signed and ratified the Kyoto Protocol to the United Nations Framework Convention on Climate Change, aimed at combatting global warming. The count on the UNFCCC list [1] [2] includes three extra entities:
- Niue and Cook Islands are counted separately. These are self-governing islands, but are not independent from New Zealand.
- In addition to its member states, the European Union is counted as in individual entity.
Note: Signing is optional, indicating intention to ratify. Ratification is the key step for a country to formally accept an international treaty.
