Encash Network Services, or ENS, is a planned interbank network that would connect the ATMs of four rural banks in the Philippines, eventually aiming to expand to include all rural banks in the Philippines. Its main competitor is likely to be Nationlink, which caters to the same clientele. Like Nationlink, ENS also plans to connect with the three main Philippine interbank networks, which are BancNet, Expressnet and MegaLink.

ENS is expected to provide a low-cost solution for banks who wish to utilize ATMs but cannot afford the costs of connecting to any of the three main networks. It could also be the first interbank network in the Philippines to fully adopt EMV technology on all its ATM cards, although the regular magnetic stripe cards are also an option for the network.

ENS will operate a switch-in-front architecture, connected to appropriate transaction authorization entities. These will include Member Bank CA/SA systems, Smart Money/Smart Padala systems, VISA or Mastercard when available, POS or any other applicable setup. ENS ATMs will be stationed more appropriately at points where commercial banks have minimal presence. Thus, ENS present both rural and commercial bank ATM cardholders with the convenience of having more access to Automated Teller Machines in more locations all over the country.

ENS plans to implement an EFTPOS network. The ATM portion of ENS is set for launch by the fourth quarter of 2006.

When the Encash Network Service is launched, the following banks are expected to be its first members:

• Bangko Luzon
• Bank of Florida
• GM Bank

Banco San Juan, although slated to be a launch partner of the network, pulled out for undisclosed reasons. However, the following banks are also slated to serve as launch partners of the network:

• 1st Valley Bank
• Bangko Kabayan
• Rural Bank of Puerto Galera
• Rural Bank of Tiaong

Chinatrust Bank and Export and Industry Bank, both members of BancNet, are also slated to be ENS ATM deployers, but not necessarily be members of the network.
