Graduates who cannot read their diplomas

According to an Idaho state of the state address, one in five high school graduates in the United States cannot read their own diploma. This has been given as a reason to adopt standards based education reform and High school graduation examinations which seek to raise standards, and grant diplomas for demonstrated performance rather than seat time. Under an outcome-based education system, a student could be required to demonstrate a skill such as reading level to prevent such an outcome from ever happening, though such systems have been subject to other criticism as well.
