Together with Varna Airport, the Burgas Airport is subject to heavy traffic following the growing tourist industry in Bulgaria and needs to expand and modernize in order to handle projected passenger traffic. In April 2005 the Bulgarian Government awarded Copenhagen Airports A/S a 35 year long concession on both airports in return of investments exceeding €500 million. Later on one of the other candidates were appointed though: On October 10, 2006 Regulator oks Burgas, Varna airport concession deal.

Bulgaria's anti-trust authority has given the go-ahead for the signing of a concession deal with Fraport Twin Star Airport Management for the operation of coastal airports Burgas and Varna. The operator is controlled by Germany's Fraport which bid for the 35-year contract in partnership with Varna-based company BM Star. The concessionaire has vowed to inject 403 million Euro in the two airports during the lifespan of the arrangement. Fraport said it will pay 60% of an investment of EUR 403 million over the 35 year concession. The investments will be made in new terminal facilities, vehicles and equipment and expanding apron areas at the airports over the life of the concession Fraport will be the lead partner, with a 60% share, in a consortium with BM Star of Bulgaria.
