The Borough of Queenscliffe was gazetted in May 1863.[2]

Queenscliffe is the last Borough left in Victoria, and was the only LGA to escape change in the mass Victorian municipality reorganisation which took place in 1994. This was enacted by Liberal Premier Jeff Kennett. Had the same rules which applied everywhere else in the state been applied to Queenscliffe, it would have become part of the City of Greater Geelong.[citation needed]

The Borough, which has not been subdivided into wards, has seven councillors including the mayor, who are elected each four years. The mayor is elected from amongst the councillors and serves a one-year term.[3]
