Boost is the intake pressure or 'oxygen' amount in the intake mainfold of a turbocharged or supercharged engine. Creating more power within the RPM range you have to have a more effiect means of combustion through more fuel and air. (fuel/air ration) the turbocharger or supercharger is literally forcing more air into the engine by means of 'spooling'. And when you add more air, you must add more fuel... Otherwise, you will run lean (lean is when your fuel's octane or amount is insufficeint) or if you don't have enough air, or too much fuel you will run rich (too much fuel/ too high of octane or not enough air for optimal combustion) You can think of it this way: what happens when you add to much fuel to a fire? (it goes out) and what happens when their isn't enough air for a fire? (it goes out) and it really is a balance of fuel and air.
