The 3 arrondissements of the Seine-Maritime department are:

  1. Arrondissement of Dieppe, (subprefecture: Dieppe) with 20 cantons and 350 communes. The population of the arrondissement was 224,710 in 1990, and was 227,169 in 1999, an increase of 1.09%.
  2. Arrondissement of Le Havre, (subprefecture: Le Havre) with 20 cantons and 176 communes. The population of the arrondissement was 403,517 in 1990, and was 403,298 in 1999, a decrease of 0.05%.
  3. Arrondissement of Rouen, (prefecture of the Seine-Maritime department: Rouen) with 29 cantons and 219 communes. The population of the arrondissement was 595,202 in 1990, and was 608,671 in 1999, an increase of 2.26%.
