At the top administrative level, the Eastern European country of Belarus is divided into 6 voblasts and the city of Minsk. Minsk has a special status, being the capital of Belarus, the city of republican administrative level, and the capital of Minsk Province. [1] Furthermore, the oblasts are divided into districts (raions), cities, and other administrative-territorial units.

The layout of the oblasts were set out in 1960 when Belarus was a part of the Soviet Union.[2]

At the start of the 20th century, the boundary of the Belarusian lands were still being defined. The amount of territory that was called Belarus contained the entire provinces of Minsk and Mogilev, the most of Hrodna, parts of Vitebsk and the parts of Vilna (now in Lithuania).[2]
